A Workforce Mobility Model Tested in the Real World

In 2019, Valencia Transportation Services designed and operated a healthcare workforce mobility pilot in Western New York to help healthcare personnel reach hospitals, healthcare facilities, and client residences.

The initiative provided firsthand operational experience coordinating workforce transportation across multiple locations, schedules, employees, vehicles, and service demands. That experience later became one of the foundations informing the development of Valencia Healthcare Workforce Mobility Network.

01 — WORKFORCE MOBILITY IS A STAFFING RELIABILITY ISSUE When employees cannot reliably reach scheduled shifts, transportation barriers can affect workforce attendance, staffing reliability, and operational continuity.

02 — SHIFT TIMES MATTER

Healthcare does not operate around traditional transportation schedules. Early mornings, evenings, overnight shifts, weekends, and holidays can create particularly difficult mobility gaps.

Why VHWMN Was Established

The 2019 experience demonstrated both the potential and complexity of coordinated healthcare workforce mobility. Over time, it also helped shape a broader question: What if workforce transportation were approached not simply as a transportation service, but as part of healthcare workforce reliability infrastructure? Valencia Healthcare Workforce Mobility Network was established in 2026 as an independent nonprofit organization to pursue that broader mission. VHWMN brings healthcare organizations, workforce organizations, educational institutions, government agencies, technology, data, and community stakeholders into coordinated workforce mobility strategies designed around institutional and regional needs.
